4.1: Purchaser-provider arrangements
Agencies may need to provide resources to other General Government Sector (GGS) bodies, for example in payment for services rendered or as part of cross agency initiatives. Consequently, the sum of amounts in agency resourcing tables in Budget Paper No. 4, and in the resourcing tables in this document, will not equal total resourcing at the whole of government level (as reproduced in Budget Paper No. 1).
There are no formal purchaser-provider arrangements for the Great Barrier Reef Marine Park Authority (GBRMPA).
4.2: Cost recovery arrangements
Summary of cost recovery impact statement
Cost recovery arrangements are currently in place for the assessment of permissions for commercial operations in the Great Barrier Reef Marine Park under the Great Barrier Reef Marine Park Act 1975. The GBRMPA Reef HQ Aquarium operates with an 80 per cent cost recovery target. Cost recovery arrangements are also in place for sale of publications and the provision of library and image services. Charges are set in accordance with the Commonwealth's cost recovery policy and guidelines. Estimated revenue for 2006-07 is $ 2.5 million (refer Section 2 Table 2.3).
The GBRMPA has participated in a review of cost recovery arrangements within the Environment and Heritage Portfolio consistent with the Government's five-year review schedule for existing cost recovery arrangements. The review found the GBRMPA to be fully compliant with the cost recovery policy. No changes to existing arrangements are required or proposed.
The GBRMPA is committed to implementing the Australian Government's Cost Recovery Policy. The GBRMPA will adhere to the Cost Recovery Policy when:
- undertaking reviews consistent with the Government's five-year review schedule for existing cost recovery arrangements (undertaken in 2005 06);
- new cost recovery arrangements are proposed;
- significant amendments to existing arrangements are being considered; and
- periodic reviews of cost recovery arrangements are required.
