Message from the Minister
The Australian Government continues to provide record levels of environment spending, with $4.3 billion provided in 2007-08 to tackle the pressing issues of climate change, water security and natural resource management, $2 billion of which is committed to my portfolio alone.
As the nation faces severe water shortages and the impacts of climate change we can be thankful that responsible economic management by the Howard Government has Australia well-placed to direct support where it is needed most.
Over the past 11 years, the Howard Government, through consecutive Budget surpluses, has provided historic levels of funding to restore and protect our natural environment.
This funding will build on successful initiatives of past years and introduce new, practical and targeted investments to tackle important environmental issues.
This Budget includes a range of measures, taking Australia's response to climate change to new levels, at a cost of $741 million over five years.
This funding will reduce domestic and global greenhouse gas emissions and help Australia prepare for the unavoidable impacts of climate change.
This year's Budget also delivers on the historic reforms in water policy announced by the Prime Minister earlier this year, with $10 billion over 10 years for the National Plan for Water Security. The plan builds on the National Water Initiative and the $2 billion Australian Government Water Fund by improving water efficiency and addressing over-allocation of water in rural Australia through targeted works in five key areas.
Another focus of this year's Budget is a new phase of the greatest environmental rescue effort since Federation.
The Australian Government will provide $2 billion from 2008-09 to build on the achievements of the $3.1 billion Natural Heritage Trust (NHT) and $1.4 billion National Action Plan for Salinity and Water Quality (NAP).
This year's Budget includes a host of new measures to protect Australia's special places, strengthen environmental laws and regulations, and care for our national heritage.
I am pleased to present this overview of the Australian Government's plans for protecting our environment and securing our water future.
