This indicator relates primarily to the destination of payment recipients. The capacity to report on destination of payments for all payment types is limited at present. Reporting-capacity is best on this topic with regards to transfer payments and grants payments.
A transfer payment occurs when an agency receives income which is then passed immediately to another organisation or function for expenditure. A good example of a transfer payment is money received by a social support agency for payment to social welfare recipients. Outcome 1 makes a transfer payment as part of funding under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The payment is to the Director of National Parks at the Secretary’s discretion, through DEH. Outcome 1 transferred $41.9m in 2005-06, up from $40.1m in 2004-05 (a 4.5% increase).
Outcome 2 does not make any transfer payments.
Outcome 1 grants expenses main recipient categories were state or territory governments and non-profit institutions, which received $280.3m and $71.7m respectively in 2005-06. Grants to these sectors constituted 75.6% of total grant payments (down from 78% in 2004-05).
The significant grant programmes within Outcome 1 include payments from the Natural Heritage Trust of Australia Account ($258m), Water Fund Programme ($46m), Representative Areas Programme-Structural Adjustment Package ($32.6m), the Renewable Remote Power Generation Programme ($28.7m) and the Greenhouse Gas Abatement Programme ($13.7m).

Outcome 2 grants expenses totalled $0.720m in 2005-06. The main recipients paid under the Australian Antarctic Science Grants Programme were the University of Tasmania ($0.178m), University of Melbourne ($0.122m) and La Trobe University ($0.068m). Included in the grants expenses for Outcome 2 was a single grant paid to the Mawsons Hut Foundation of $0.320m.
