Office of the Renewable Energy Regulator

The Office of the Renewable Energy Regulator (ORER) is a separate statutory agency under the Environment and Heritage portfolio. The ORER's role is to administer the Renewable Energy (Electricity) Act 2000, the Renewable Energy (Electricity) (Charge) Act 2000 and the Renewable Energy (Electricity) Regulations 2001. Together, the legislation and Regulations support the Government's mandatory renewable energy target, designed to increase renewable energy generation by 9500 GWh by 2010.

The legislation administered by ORER imposes obligations on wholesale purchasers of electricity to meet individual targets each calendar year for purchasing renewable-based electricity. This is achieved by obtaining and surrendering renewable energy certificates to the ORER.

In 2001-02, the ORER continued to register participants, accredit power stations and assess claims for renewable energy certificates. Nearly one million valid renewable energy certificates were created in the period 1 April 2001 to 30 June 2002.

Compliance with 2001 renewable energy certificate liabilities was required to be met by 14 February 2002. The ORER is responsible for monitoring compliance with individual liabilities and can impose financial penalties under the legislation if sufficient renewable energy certificates are not surrendered. Any penalty revenue received is paid into Consolidated Revenue.

Although a separate statutory agency, the ORER was not a prescribed agency under the Financial Management and Accountability Act 1997 for the 2001-02 financial year. This means that for 2001-02 the ORER's financial statements, and other activities not included in the ORER annual report, are included in the Department of the Environment and Heritage annual report.

Payments to Starcom Worldwide (Aust) Pty Ltd were $70 401.96 during the reporting period. A breakdown of non-campaign advertisements purchased through Starcom Worldwide (Aust) Pty Ltd is available upon request.

No payments were made to advertising agencies for campaign advertising or to market research, polling or direct mail organisations.
