In this study, the following actions were undertaken, concentrating on Australia, Europe, North America and Japan/Asia:
- Review existing NOx emissions standards for gas water heaters, flued and unflued space heaters and cooking stoves.
- Review and evaluate the applicability to the Australian industry of low NOx technologies available for the above appliances.
- Review strategies that have been adopted in Europe and North America to encourage the adoption of low NOx technologies by industry and consumers.
- Review the cost to business in Australia and overseas of implementing low NOx technologies and assess the cost to businesses in Australia adopting new low NOx technologies.
- Review the retail price differential between low NOx and other gas appliances in countries where low NOx technologies have been implemented.
The scope of work performed was as follows:
- Consult with international and State and Territory environmental regulatory agencies as required.
- Consult with gas industry organisations and businesses in Australia and overseas.
- Take into account the findings of the independent Inquiry into Urban Air Pollution in Australia (AATSE, 1997).
Library and Internet resources to identify sources of information, especially overseas, were extensively used.
Gas industry associations, environmental regulatory authorities and gas appliances manufacturers in Melbourne were visited and invited to provide input to the subject matter for the five objectives. Interstate and overseas counterparts were approached by e-mail, telephone, facsimile and other appropriate means.
