Technicians

A Refrigerant Handling Licence  must be held by any person that handles fluorocarbon refrigerant. Handling a refrigerant means to do anything with the refrigerant that carries the risk of its emission, including: decanting the refrigerant; or manufacturing, installing, commissioning, servicing or maintaining RAC equipment; or decommissioning or disposing of RAC equipment.

Apply for your licence:

A transitional licence  is available for technicians who work in specified industries and whose qualifications do not align with any of the four licence categories administered by the ARC. The Department is working with industry to formalise transitional licences so that they are competency-based.

Handling fluorocarbon refrigerant without a Refrigerant Handling Licence is an offence.

The Experienced Persons Licence Transition Programme  (EPLTP) has been developed to assist technicians who do not have formal qualifications but may have developed equivalent skills through on-the-job experience. Under the EPLTP, funding has been provided to five Registered Training Organisations to increase the number of competencies assessments undertaken and to make assessment more accessible, particularly in regional areas.

National regulations  which support the Australian Government's Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 came into effect on 1 July 2005. The regulations affect those who acquire, possess, dispose of or handle ozone depleting substances or synthetic greenhouse gases.

The ARC  (Australian Refrigeration Council) was appointed by the Australian Government Minister for the Environment and Water Resources as the Industry Board to administer the regulations.
