Incentives can be designed in different ways to meet a range of objectives. They can vary from persuasive tools such as environmental education, through to restrictive tools such as regulation. Organisations will generally be limited to particular incentives that match their area of responsibility and legal powers. For example, although a local Council is unable to offer income tax concessions, they may be able to offer rate rebates to residents who enter into conservation covenants.
