Exporter information

You will need to complete an application form if you wish to have your operation approved under section 303FJ of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) in order to be eligible to export specimens commercially.

No guidelines have been prepared for the approval of a wildlife trade management plan. If you intend to apply for approval of a wildlife trade management plan, please contact the Department of the Environment, Water, Heritage and the Arts for advice and to obtain a copy of the model management plan.

Also note: The Sustainable Fisheries Section of the Department of the Environment, Water, Heritage and the Arts assesses applications for approval of operations relating to the export of freshwater and marine plants and animals (including aquaculture approvals). The Sustainable Fisheries Section uses a separate application process. For information on marine approvals see www.environment.gov.au/coasts/fisheries/index.html.

Importer information

You will need to complete an application form if you wish to have an overseas management regime approved as a commercial import program (CIP). CITES Appendix II species that are declared specimens may only be imported commercially if they have been artificially propagated or bred in captivity (source codes¹ A, C or D), or if the operation from which they were sourced has been approved as a Commercial Import Program (CIP).

¹Source codes:
A - Artificially propagated
C - Animals bred in captivity
D - Appendix-I animals bred in captivity  for commercial purposes and Appendix-I plants artificially propagated  for commercial purposes, as well as parts and derivatives thereof.

From 19th Feb 2007, Appendix II specimens that are ranched or taken from the wild are not required to be sourced from a Commercial Import Program unless the specimen is a declared specimen.

It is not necessary to have an overseas artificial propagation or captive breeding operation assessed under the EPBC Act. If the specimen is, or is derived from, a captive bred or artificially propagated plant or animal, the CITES permit issued by the CITES Management Authority of the exporting country should list the source as bred in captivity or artificially propagated (source code A, C or D). A Commercial Import Program is not applicable to CITES Appendix I and III species. CITES I specimens can only be imported if they are artificially propagated or sourced from an approved CITES-registered captive breeding program . For CITES III specimens, the requirement under the EPBC Act is that a CITES export permit or certificate of origin has been issued by the relevant CITES Management Authority in the exporting country.
