An area which is significant for the high quality of its character, consisting of controlled 1930s civic design of the promenade, buildings and formal tree plantings within a spectacular natural setting.
The rotunda and the Bathers Pavilion contribute to that character and provide focal points for the area. (Criteria E.1 and F.1) The area is highly valued by the community for its social associations as a recreational resort. (Criterion G.1) |

| The setting is a long curving beach continued at either end by large rocky projections and accented by a central Rocky Island. The civic design includes a delightful promenade, the Esplanade and a small number of buildings of varying but unusually high quality. The important buildings include the rotunda and the bather's pavilion, which are focal points of the area in the Mediterranean Style. |

| About 18ha along Edwards and Balmoral Beaches. The northern boundary is the northern boundary of the reserve at the north end of Edwards Beach; then south-westerly along the top of the escarpment face to The Esplanade; along the eastern side of The Esplanade to Awaba Street; along the western side of The Esplanade to Hunter Road; around Hunter Park via the northern side of Hunter Road, the western side of Park Lane and the southern side of Almora Street; along the western side of The Esplanade to Botanic Road; along the northern side of Botanic Road to the escarpment in the adjoining reserve; along the top of the escarpment in the reserve to the eastern side of Coronation Avenue; along the eastern side of Coronation Avenue and the boundary of Balmoral Park and reserve; along the escarpment within the military reserve to the rocky projection at the southern end of the beach; then along the beach at Low Water to the point of commencement. |
