Statement of Significance:
This is the oldest building of its type in Victoria and is important in the history of educational development. It is also one of the finest examples of late nineteenth century architecture in the State. It epitomizes the Elizabethan style practiced by the Public Works Department and is important among Austin's works. The superb composition of diverse window types, Dutch gables and towers is an outstanding feature. The fine surviving gardens, palisade fence, stucco work, and remaining internal fittings are also important.

Description:
The Teachers' Training College was founded in 1887 by Dr C H Pearson and the first Principal was Charles Topp. It replaced the old Model School of 1855. The original 1888 building was erected in three stages from 1888-91. The two storey brick structure then comprised a central block, containing the main entrance, lecture halls, library etc flanked by dormitory wings. Plans were prepared by G B H Austin under the supervision of J H Marsden.

Condition and Integrity:
Exterior is intact although stucco mouldings have been painted. Interior has been considerably modernized, the alterations to the staircase hall and examination hall being the most unfortunate. Recent buildings have encroached upon the original spacious grounds.
