Introduction of the Carbon Farming Initiative Amendment Bill 2014

On 18 June 2014 the Government introduced to Parliament a bill to implement the Emissions Reduction Fund. The Carbon Farming Initiative Amendment Bill 2014 will expand the Carbon Credits (Carbon Farming Initiative) Act 2011.

Exposure draft legislation

The Government released the Emissions Reduction Fund exposure draft legislation and explanatory memorandum to this legislation for public consultation on 9 May 2014 and the consultation period closed on 23 May 2014. The exposure draft legislation, the explanatory memorandum, non-confidential submissions, a comparison table of the provisions in the exposure draft legislation and the Carbon Credits (Carbon Farming Initiative) Amendment Bill 2014 and a document outlining the main outcomes of the public consultation are available below.

Regulation Impact Statement

The ERF White Paper was certified by the Department of the Environment as the early stage Regulation Impact Statement (RIS) for initial decisions on the Emissions Reduction Fund. Estimates of the change in regulatory burden and offsets for the ERF crediting and purchasing arrangements and changes to the Carbon Farming Initiative crediting were agreed with the Office of Best Practice Regulation.
