About the NPA

In 1995 the international community agreed to the non-binding Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA). The GPA is designed to be a source of conceptual and practical guidance to be drawn upon by national and/or regional authorities for devising and implementing sustained action to prevent, reduce, control and/or eliminate marine degradation from land-based activities. National Programmes of Action for the Protection of the Marine Environment from Land-based Activities (NPAs) are the translation of the GPA at the national level.

Australia's NPA builds on the Framework and Implementation Plan for a National Cooperative Approach to Integrated Coastal Zone Management and illustrates the specific activities of Australian governments to address land-based sources of pollution. It highlights the activities of Australian, State and Territory governments, and through case studies, a sample of activities undertaken by local government, industry and other non-government organisations.

NPA Database and Case studies

Australia's NPA is complemented by an internet searchable database of activities directed at protecting the marine environment from land-based activities and 24 case studies.

The NPA database is not intended to be comprehensive, but rather a snapshot of the key legislation, policies and programmes relevant to the GPA, to provide sufficient contact information for gaining additional information. There are many other actions that contribute indirectly to protecting the marine environment, however, for the purpose of this NPA they are not included.
