[ELN] Announcement of Citation Thread 3.0

Dear Sir or Madam
I would like to announce a new bibliography tool that could be of great help to libraries with limited inter-library loan budgets. It is an extention of the citation index (Institute for Scientific Information). The program is capable of processing the results of citation index queries and automatically organises records according to the similarity of their respective citation patterns.
It allows to refine citation based queries either:
(i) to be specific to a given question,
(iii) to expand the bibliography to directly relating topics,
(iii) allow cross-bibliographies on two or more subjects.

The program is free of charge for all libraries during 1999 and will remain free for libraries in developing countries or for organisations promoting development.
I believe that this tool could help librarians to assess important articles or books and thus to optimize their costs related to inter-library loans or reprints.
