[ELN] GST and ELN Gratis list

I agree with Kay that the paperwork required to process a GST payment of
$1.20 is to be avoided.  From our point of view, gratis inter-library loans
within the network are part of the Library's responsibility to provide
information within the specialist area of this agency. That said, I believe
there is an obligation on each member of the network to keep requests to a
moderate level and spread requests as widely as possible.
