I hope that I did not give you a false impression.  Although I agree
that our situation is "ideal", we also agonise over metadata and have
yet to implement it or even commit a lip-service level.

In answer to your specific questions:
	. to comply with the ANZLIC framework (my preference)
	we will need to copy existing fields, add new fields and
	reformat to specification  -  much of this can be "global
	assignments" which could be done by software post-process.

	. we create/maintain datasets as a statutory responsibility.

	. the imperative for metadata in our case is to "manage"
	datasets  -  as you point out  -  any social obligation that we
	might acknowledge to "you out there" always carries less
	weight.
