I'm trying something similar for the AGCRC.   
I'm currently designing/prototyping a scheme to combine these two.  
The testbed application is the GRASSLinks map query system at 
http://www.ned.dem.csiro.au/AGCRC/4dgm/grasslinks
but I have been developing a more generalised dataset 
description method, based on creating simple ascii files 
for "published" datasets - look in 
http://www.ned.dem.csiro.au/AGCRC/4dgm/data for examples.  
(The name=value syntax easily maps onto <meta > syntax 
for HTML objects of course.)  In due course I would expect 
to use http to get the dataset information stored remotely, 
though currently I just use the OS to get at the file-system 
(via perl - I load it into a hash-of-hashes for my metadatabase!).  

I'm planning to look at some other viz options soon - 
possibly based on the VRML support in vtk, so I'd be 
very interested to hear about the technology that you 
are using.

I think the "Warwick Framework" points the right way here - 
(and maybe the "Canberra Qualifications" !)
I have sketched a proposal for our organisation in a paper 
I'll be giving at the aw3tc meeting in Brisbane in two weeks - 
I suggest combining DC, ANZLIC and local (AGCRC) schemas.
