Information for insulation installers
The Australian Government's Energy Efficient Homes Package seeks to improve the energy efficiency rating of Australian homes. This is the largest home energy efficiency measure ever to be undertaken in Australia.
Ceiling insulation is an integral part of this Package and includes assistance up to the value of $1,200 through the Home Insulation Program to Australian Householders, including Owner-Occupiers, Landlords and Tenants of currently uninsulated homes or homes with very little ceiling insulation that were built before the mandatory thermal requirements under the Building Code of Australia commenced.
Many Australian homes will benefit from this offer, creating jobs in insulation manufacturing, distribution and installation.
IMPORTANT SAFETY MESSAGE
Installers are reminded that the terms and conditions of the Program require that ALL installers participating in the Program have relevant OHS Training. In addition they must have one or more of the following: Trade specific competency; Insulation Specific competency or Prior (insulation) Industry experience. If an installer does not have the above competencies, they MUST be supervised by someone who does have them.
Householders may not install their own insulation for two reasons. First, an aim of the program is to create jobs. But importantly the second reason is to ensure that insulation is installed by suitably trained and qualified installers whose work is supervised.
A new process from 2 November 2009
On 1 November 2009 a revised version of the Program Guidelines for the Home Insulation Program was released.
The main changes are:
- Insulation assistance up to a maximum of $1,200 regardless of whether the householder owns or rents the dwelling.
- From 1 December 2009 Householders will be required to obtain two (2) genuinely independent quotes.
- Program funds have been capped at $2.45 billion
- From 1 December 2009, the Installer Provider Register will list Installers who have been de‑registered and the reasons for their removal from the Installer Provider Register.
- Installers who do not wish to participate in these arrangements will be given the opportunity to formally respond notifying they do not wish to accept the new Terms and Conditions and will be voluntarily de‑registered. These Installers will not be included in the list of de-registered Installers.
- Insulation installations must include the use of an appropriate cover over down lights and other relevant ceiling appliances, as approved and installed in accordance with relevant Australian Standards. Where it’s not possible or appropriate to install a cover (eg due to space limitations in flat ceilings) installers must still leave the minimum clearance distance required under the relevant Standards; and
- Insulation must be installed without the use of metal staples or other metal fasteners to attach insulation products. Taping or fastening with nylon or plastic staples or any other non metallic means is permitted; and
- From 1 December 2009, insulation must not be installed before a Risk Assessment has been completed by the Installer on the approved template. The completed Risk Assessment must be provided if requested for audit purposes.
Transitional Arrangements
Where Householders accepted a quote prior to 2 November 2009 for Ceiling Insulation from an Installer on the Installer Provider Register, the installation must occur on or before 16 November 2009 to receive assistance up to $1,600. Claims for work quoted before 2 November 2009 and completed on or before 16 November 2009 must be lodged before 1 December 2009 to qualify for up to $1,600 in assistance under the Program. All other claims may be eligible for up to $1,200 in assistance under the Program.
The Home Insulation Program will run until 31 December 2011 or until funds have been fully allocated.
Installer Provider Register
Insulation installers are encouraged to register to take part in the program.
Installers need to be registered on the Australian Government's Installer Provider Register.
Please note: Persons or organisations applying for registration will need to provide evidence that they have the required insurance and that they meet the competency requirements before they are registered. Once registration details and insurance/competencies have been checked and confirmed there will be a delay of approximately 5 days before your details will appear on the online Installer Provider Register. If your information does not appear within this timeframe please call 1800 029 686 for technical assistance.
Householders who are eligible under the programs will contact the Energy Efficient Homes Package call centre on 1800 808 571 or visit this website to access the Register. From 1 December 2009 Householders will be required to obtain two (2) genuinely independent written quotes. The quotes must be based on Physical Site Inspections.
- The householder will choose the installer that is most suitable for their particular needs and arrange for the installation.
- When the work is completed, the installer will fill out a work order form.
- A book of these forms will be sent to everyone who registers successfully. The householder and installer need to sign the work order form and each of them will keep a copy.
- The installer will lodge a claim online with the Australian Government for payment, which will be made promptly.
- The householder will ordinarily need to pay the installer any amount in excess of the assistance of up to $1,200 (including GST) or the full amount if they are ineligible.

Note to installers working in South Australia
Any person or company seeking to operate as an insulation installer in South Australia must be licensed to do so under the Building Work Contractors Act 1995 (SA). Licensing requires applicants to demonstrate that they have relevant competencies in installing insulation.
