How to register

Installer Provider Register

Installers need to be registered on the Australian Government's Installer Provider Register. Installers who registered on the Installer Provider register prior to the commencement of the Home Insulation Program on 1 September 2009 do not need to re-register for the Program.

Claiming the assistance is straightforward and simple:

  1. Eligible householders will visit this website or call the Energy Efficient Homes Package call centre on 1800 808 571 to select a minimum of two (2) installers to provide genuinely independent written quotes. Installers must first conduct a physical site inspection and provide a written quote to the Householder. We strongly recommend that householders obtain multiple quotes to ensure they receive value for money and select the most suitable insulation solution for their needs.
  2. The householder will choose an installer and arrange for the installation. Installers should satisfy themselves that the customer is eligible for assistance under the Home Insulation Program. Although the customer is responsible for assessing their own eligibility, if a customer is not eligible installers will not receive payment from the Australian Government on the customer's behalf.
  3. When the work is completed, the installer will fill out a work order form. A book of these forms will be sent to installers who successfully register.
  4. The householder and installer need to sign the work order form when the work is completed and each of them will keep a copy.
  5. The installer will lodge a claim online with the Australian Government for payment, which will be made promptly. The householder will ordinarily need to pay the installer any amount in excess of the assistance of up to $1,200 (including GST) or the full amount if they are ineligible.

When and how can I register?

The Installer Provider Register is now open. Installers only need to register their business once; you do not need to register each individual employee or subcontractor.

To register, you must:

State and territory licensing requirements

Installers should check that any relevant state or territory licensing requirements have been met before undertaking any installation. You can check these requirements through the Business License Information Service at www.bli.net.au .

Occupational Health and Safety induction course

As part of the competency standards, each person employed or subcontracted by the installer to install insulation will be required to have completed an Occupational Health and Safety induction course.

What will I need when I register?

You will need the following information to complete your registration:

  1. The name of your organisation. Your organisation must be a "legal entity", i.e. a registered company, incorporated association or body corporate established by statute or the name of an individual, including trading name(s).
  2. Your Australian Business Number. If you don't have an ABN, visit www.ato.gov.au  to find out how to get one.
  3. Your contact details, including your name, telephone number, mailing address, email and website if you have one.
  4.  The geographical area you will provide insulation installation services to.

You will need to provide proof that you meet the minimum competency standards including state and territory requirements.

You will need to provide proof that you hold the specified insurance.

You will need to accept the Terms and Conditions of Registration. You should read these documents before you begin the registration process.

Installers who do not comply with the Terms and Conditions of registration may be removed from the Installer Provider Register.

If you are satisfied that you meet the minimum competency standards (including state and territory requirements), have the required insurance and have read the Terms and Conditions of Registration, you are ready to register.

What happens after I register?

Once you have successfully completed your registration you will be sent an information pack that includes:

  1. your User ID to log on and lodge claims for payment. (Your Password will be sent separately for security reasons.)
  2. a Work Order Book, which includes the work order forms
  3. the Program Guidelines for the Home Insulation Program. (Please note these are different from the Homeowner Insulation Program, Low Emission Assistance Plan for Renters and Early installation guidelines), and
  4. a copy of the Terms and Conditions of registration.

Please note that registration may take longer than 14 days under the new Home Insulation Program. A letter advising you of the steps you need to take to have your registration confirmed will be forwarded to you following your initial registration.

You will be listed on the Installer Provider Register and your details will be accessible for householders to find installers servicing their area. Installers should carefully consider the geographical region/s that they are prepared to travel to and install insulation and ensure that these details are reflected accurately on the Installer Provider Register.

Your successful registration will enable you to install insulation for householders in line with the Program Guidelines and to lodge your claims for payment online.

The Australian Government will be monitoring compliance with all program requirements. Any non-compliance will be treated seriously and may result in recovery of money, prosecution and/or installers being removed from the installer provider register. From 1 December 2009, the Installer Provider Register will list Installers who have been de‑registered and the reasons for their removal from the Installer Provider Register.

Installers who do not wish to participate in these arrangements will be given the opportunity to formally respond notifying they do not wish to accept the new Terms and Conditions and will be voluntarily de‑registered.  These Installers will not be included in the list of de-registered Installers.
