Strategic assessment of Western Australia's Perth and Peel Regions
Strategic assessment under the Environment Protection and Biodiversity Conservation Act 1999
On 18 August 2011, the Western Australian Ministers for Planning and Environment and the Commonwealth Minister for Sustainability, Environment, Water, Population and Communities announced that a strategic assessment of the Perth and Peel regions of Western Australia would be undertaken in accordance with section 146 of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).
What is being assessed?
The strategic assessment will assess the impacts of development outlined in the Western Australian Government's framework Directions 2031 and Beyond — Metropolitan planning beyond the horizon. The framework sets out long term goals to promote housing affordability within the Perth and Peel regions and guides detailed planning and delivery of housing, infrastructure and services to accommodate Perth's expected population growth.
Why is a strategic assessment being undertaken?
The Australian and Western Australian governments agree that the Perth and Peel regions of the Swan Coastal Plain have significant environmental and heritage values, including matters protected under the EPBC Act:
- wetlands of international importance
- listed threatened species and ecological communities
- migratory species protected under international agreements
- national heritage places, and
- world heritage properties
The strategic assessment will assess how these values and matters can best be protected while accommodating sustainable development and the needs of a growing city.
Where is the strategic assessment being undertaken?
The strategic assessment will focus on the Perth and Peel regions of Western Australia's Swan Coastal Plain as shown in the map below.
Strategic Assessment Agreement
On 28 July 2011, the Australian Government environment minister signed the agreement with the Western Australian Government to undertake the strategic assessment.
Draft terms of reference — public comment
The draft terms of reference to guide the strategic assessment of the plan for the protection of matters of national environmental significance was released for public comment between 26 August 2011 – 7 October 2011. The terms of reference will now be finalised following review of comments received.
