About these referral guidelines
These guidelines apply to three species of Western Australian black cockatoos listed as threatened under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). Threatened species are a matter of national environmental significance.
These referral guidelines are intended to provide guidance to proponents on the need to refer an action to which the EPBC Act applies. They should be read in conjunction with Significant impact guidelines 1.1 - matters of national environmental significance.
There may be other EPBC Act policy statements which provide further guidance.
The guidelines were developed in consultation with state threatened species managers and black cockatoo experts. Consultation with this group involved a two-day workshop and multiple rounds of consultation on drafts. A public consultation process on the guidelines was conducted in 2011.
