The independent review of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) was undertaken by Dr Allan Hawke with support from a panel of experts.

Panel members

The Honourable Paul Stein AM was a judicial officer in various New South Wales courts from 1983 to 2003, including the Land and Environment Court, the Court of Appeal and the Supreme Court. He chaired the Commission of Inquiry into the ACT Leasehold System in 1995. He has also published widely on environmental law topics, and was appointed a Member of the Order of Australia for service to environmental law.

Professor Mark Burgman is Professor of Environmental Science and Director of the Australian Centre of Excellence for Risk Analysis at the University of Melbourne. His principal interests are ecological modelling, conservation biology and risk assessment. Dr Burgman's research has included models on a broad range of species in a range of settings across various industries.

Professor Tim Bonyhady is Director of the Australian Centre for Environmental Law and the Centre for Climate Law and Policy at the Australian National University. He has written extensively about environmental approval processes, property rights and obligations and public participation in environmental regimes. His many books include Places Worth Keeping: Conservationists, Politics and Law, Climate Law in Australia and The Colonial Earth which won the New South Wales and Queensland Premier's Prizes for Australian History.

Rosemary Warnock, former CEO of BP (Castrol) Asia Pacific. She has just completed a 6 month assignment as CEO of the Clean Energy Council and, is an Executive Mentor with Merryck & Co. (a global mentoring company founded in the UK).Throughout her career Ms Warnock has been widely recognised for building teams and focussing or refocussing team cultures to deliver business performance. Together with her operational focus Ms Warnock is known for her attention to ethical standards and, health, safety and the environment.
