Abstract

The Australian Greenhouse Office, on behalf of the Efficiency Standards Working Group, commissioned several consultants to undertake analysis of best practice performance in power generation and to benchmark the current performance of generating plant in Australia. The fossil fuel specific consultancies covered brown coal, black coal, natural gas and other fossil fuels. Sinclair Knight Merz were commissioned to integrate the fuel specific consultancies and undertake initial economic analysis.

The Integrating Consultancy was commissioned by the Australian Greenhouse Office for the Efficiency Standards for Power Generation measure (referred to as the Generator Efficiency Standards or GES measure). This report titled Integrating Consultancy - Efficiency Standards for Power Generation was publicly released in January 2000.

The Integrating Consultants, Sinclair Knight Merz Pty. Ltd. developed a framework under which four independent fossil fuel specific consultancies, each looking at current Australian best practice in fossil-fuelled power generation, could be assessed in a common format.

  2. Appendixes B, C, E and F are not publicly available as they contain sensitive commercial data.

The Integrating Consultancy recommends efficient mechanisms and processes for monitoring compliance, and assesses the economic implications of the GES measure.
