National Television and Computer Recycling Scheme
About the National Television and Computer Recycling Scheme
The National Television and Computer Recycling Scheme involves a combination of government regulation and industry action to take responsibility for the collection and recycling of waste televisions, computers, printers and computer products.
Under the Scheme, householders and small business will be able to drop-off these items for free at designated access points, which may include permanent collection sites, take-back events or through a mail-back option. Collection services under the Scheme will be progressively rolled out by industry from 2012, expanding across metropolitan, regional and remote areas of Australia by the end of 2013.
What's happening
Announcement of free recycling services under the new National Television and Computer Recycling Scheme
On 30 April 2012, the Parliamentary Secretary for Sustainability and Urban Water, the Hon Senator Don Farrell, and ACT Chief Minister for Territory and Municipal Services, Katy Gallagher, announced sites in Canberra to be the first to start free e-waste recycling services under the new National Television and Computer Recycling Scheme.

Commencing from 15 May 2012, DHL Supply Chain (Australia) Pty Ltd will provide a free, ongoing recycling service for households and small business across the ACT (and surrounding NSW towns) to dispose of televisions, computers, and computer products (such as keyboards, mice and hard drives) regardless of their brand or age.
Services will operate from the Mugga Lane and Mitchell Transfer Stations, which are open from 7.30am to 5pm, seven days a week.
DHL Supply Chain is the first of the three approved industry arrangement administrators to identify collection sites and deliver services under the Scheme.
Services like these will be rolled out across Australia by the end of 2013, boosting television and computer recycling rates from the current 17 per cent, to 30 per cent in 2012-13 and 80 per cent by 2021-22.

An Exposure Draft of the Product Stewardship (Televisions and Computers) Amendment Regulation 2012 and associated commentary was released on 26 April 2012.

The Australian Government intends to make minor amendments to the Product Stewardship (Televisions and Computers) Regulation 2012 to align the products and product codes listed in the Regulations with the revised product codes (published by the Australian Customs and Border Protection Service) used in import declarations from 1 January 2012.
Those wishing to comment on the draft Amendment Regulation are invited to make a written submission to the Department of Sustainability, Environment, Water, Population and Communities. The closing date for submissions is 17 May 2012.

E-Cycle Solutions Pty Ltd, DHL Supply Chain (Australia) Pty Ltd and Australian & New Zealand Recycling Platform Limited (ANZRP) are able to deliver services under the National Television and Computer Recycling Scheme.
Information Sessions on the National Television and Computer Recycling Scheme
With the new National Television and Computer Recycling Scheme close to commencing on-ground activities, there is a great deal of interest from the community about how it will work, what it will achieve, how to get involved, when and where services under the Scheme will be available, and what should be done with unwanted televisions and computers in the meantime.
To assist local government, recyclers and charity organisations to understand how the Scheme will work, 33 facilitated information sessions were held across Australia between 5 March 2012 and 11 May 2012. Sessions were aimed at providing information about the Scheme and the important role that local governments, recyclers and charities can play.
Local governments, recyclers and charities are encouraged to email ewaste@environment.gov.au if they would like further information about the Scheme, and how they can be involved.
Liable Party Reporting Templates
These forms may be used for liable parties reporting related bodies corporate or Australian manufacture of televisions, printers or computer products as required by regulations 5.09-5.10. Liable parties with no applicable related bodies corporate or Australian manufacture are not required to report.
Product Stewardship (Televisions and Computers) Regulations
A national scheme for recycling televisions and computers came a step closer with the making of the Product Stewardship (Televisions and Computers) Regulations 2011 on 8 November 2011.
The making of the Regulations comes 3 months after the Product Stewardship Act 2011 came into effect (on 8 August 2011).
