National Television and Computer Product Stewardship Scheme
Developing product stewardship legislation
A key priority for the Australian Government is to establish national product stewardship legislation, in consultation with states, territories, industry and the community.
The legislation will have voluntary, co-regulatory and mandatory components and will provide an enabling mechanism for industry scheme accreditation and oversight of product stewardship schemes.
A television and computer regulation will be developed to specifically underpin the arrangements for the National Television and Computer Product Stewardship Scheme (the scheme). Developing the scheme
The scheme is expected to be up and running from 2011.
The National Television and Computer Product Stewardship Scheme Implementation Working Group (Implementation Working Group) is currently undertaking work to develop the scheme and will be engaging with key stakeholders through a Stakeholder Reference Group.
The Implementation Working Group held its inaugural meeting on 30 March 2010.
The Stakeholder Reference Group, covering a broader group of affected stakeholders such as relevant community and environmental groups and the recycling industry, will be constituted in May 2010.
Implementation Working Group
A National Television and Computer Product Stewardship Scheme Implementation Working Group has been established to:
- facilitate the arrangements for developing and implementing the scheme;
- consider the operational aspects of introducing a national television and computer product stewardship scheme, including governance arrangements and collection and recycling arrangements;
- ensure industry developed schemes are consistent with government policy; and
- deliver on the core product stewardship objectives as identified in the National Waste Policy; and
- engage with key stakeholders in the design and implementation of the scheme.
The Implementation Working Group is made up of representatives from the television and computer industry associations, the Australian and state governments.
The Implementation Working Group provides the television and computer industry and Australian and state government representatives a forum to assist the development of a seamless national product stewardship scheme for televisions and computers which meets the communities expectations.

The primary role of the Implementation Working Group is to ensure the industry run scheme is developed and implemented in a way that is consistent with government policy and meets community expectations. The Implementation Working Group engages with stakeholders through the National Television and Computer Product Stewardship Scheme Stakeholder Reference Group.

Stakeholder Reference Group
The National Television and Computer Product Stewardship Scheme Stakeholder Reference Group (Stakeholder Reference Group) has been formed to:
- engage with government on the development and implementation of the scheme and development of the regulations covering televisions and computers under the proposed legislation;
- engage with the Implementation Working Group on the development of the scheme;
- facilitate consultation and information dissemination among stakeholders represented by members of the Stakeholder Reference Group.
The Stakeholder Reference Group members come from a wide range of community, industry and government groups with an interest in the development and implementation of the national television and computer scheme, including:
- local government;
- community non-government organisations;
- environmental non-government organisations;
- television manufacturers/importers;
- computer manufacturers/importers;
- electrical retailers;
- business community groups;
- consumer groups;
- recyclers;
- waste management industry; and
- state and territory government.
The National Television and Computer Product Stewardship Scheme Stakeholder Reference Group provides a forum for a wide group of relevant stakeholders to engage in the development of a seamless National Television and Computer Product Stewardship Scheme.
This group allows stakeholders to work with the television and computer industries and government on the development and implementation of the scheme. It provides a means for dissemination of information amongst the groups of stakeholders, including the community.
