Upcoming Regulation Amendment

The Australian Customs and Border Protection Service has recently changed import product codes, which are referenced under the Product Stewardship (Televisions and Computers) Regulations 2011 (the Regulations). From 2013-14 these changes will further refine the way recycling targets under the Scheme are calculated. In order to incorporate these changes, an amendment to the Regulations will be made in early 2013.

Product Stewardship (Televisions and Computers) Regulations 2011

Minor amendments have been made to the Product Stewardship (Televisions and Computers) Regulations 2011.

The amendments, which commenced on 20 June 2012, are relevant to recycling targets in 2012-13.

The amendments were made following consultation on an exposure draft of betwen 26 April 2012 and 17 May 2012. No submissions were received.

Free recycling services announced - 30 April 2012

Announcement of free recycling services under the new National Television and Computer Recycling Scheme

Canberra the first to start free e-waste recycling services under the new National Television and Computer Recycling Scheme.

Commencing from 15 May 2012, DHL Supply Chain (Australia) Pty Ltd will provide a free, ongoing recycling service for households and small business across the ACT (and surrounding NSW towns) to dispose of televisions, computers, and computer products (such as keyboards, mice and hard drives) regardless of their brand or age.

Services will operate from the Mugga Lane and Mitchell Transfer Stations, which are open from 7.30am to 5pm, seven days a week.

DHL Supply Chain is the first of the three approved industry arrangement administrators to identify collection sites and deliver services under the Scheme.

Services like these will be rolled out across Australia by the end of 2013, boosting television and computer recycling rates from the current 17 per cent, to 30 per cent in 2012-13 and 80 per cent by 2021-22.

Release of Exposure Draft of the Product Stewardship (Televisions and Computers) Amendment Regulation 2012

An Exposure Draft of the Product Stewardship (Televisions and Computers) Amendment Regulation 2012 and associated commentary was released on 26 April 2012.

The Australian Government intends to make minor amendments to the Product Stewardship (Televisions and Computers) Regulation 2012 to align the products and product codes listed in the Regulations with the revised product codes (published by the Australian Customs and Border Protection Service) used in import declarations from 1 January 2012.

Those wishing to comment on the draft Amendment Regulation are invited to make a written submission to the Department of Sustainability, Environment, Water, Population and Communities. The closing date for submissions is 17 May 2012.

Australia and New Zealand Recycling Platform (ANZRP) announced as the second organisation able to deliver services under the National Television and Computer Recycling Scheme on 28 March 2012.

Parliamentary Secretary for Sustainability and Urban Water announced on 6 March 2012 that DHL Supply Chain (Australia) Pty Ltd has been approved as the first organisation able to deliver services under the National Television and Computer Recycling Scheme.

Information Sessions on the National Television and Computer Recycling Scheme

With the new National Television and Computer Recycling Scheme close to commencing on-ground activities, there is a great deal of interest from the community about how it will work, what it will achieve, how to get involved, when and where services under the Scheme will be available, and what should be done with television and computer waste in the meantime.

Local government, recyclers and charity organisations collect these products within the community and are often the first point of contact for the community to find out more information.

To assist these groups to understand how the Scheme will work, the Australian Government, with the assistance of State and Territory governments, will undertake a selected number of facilitated information sessions across Australia on the new National Television and Computer Recycling Scheme targeted at local government, recyclers and charity organisations. The sessions will provide information about the Scheme and the important role that local governments, recyclers and charities can play. The sessions will also be a valuable opportunity to provide feedback on local issues and the types of information that that is needed to communicate to local communities about the Scheme.

The sessions will be held nationally between 5 March 2012 and 2 May 2012 and will consist of a 45 minute presentation, followed by discussion.

Liable Party Reporting Templates

These forms may be used for liable parties reporting related bodies corporate or Australian manufacture of televisions, printers or computer products as required by regulations 5.09-5.10. Liable parties with no applicable related bodies corporate or Australian manufacture are not required to report.

Implementation Working Group

The National Television and Computer Product Stewardship Scheme Implementation Working Group was established to provide a high-level, strategic forum to guide the development of a national recycling scheme for televisions, computers, printers and computer products.

During its 11 meetings, between March 2010 and October 2011, the Implementation Working Group undertook the considerable task of providing guidance, feedback and input into the development and implementation of the National Television and Computer Recycling Scheme. This achievement report is the final document produced for the Implementation Working Group.

Material recovery target

The Government has amended the Product Stewardship (Televisions and Computers) Regulations 2011 to include a material recovery target. A material recovery target sets requirements for the minimum weight of materials that need to be recovered through the recycling process for further processing into useable materials. Consistent with the objectives of the Scheme to maximise resource recovery and minimise waste to landfill, it is intended to complement the recycling targets in the Regulations by ensuring achievement of good resource recovery and to limit the amount of material being sent to landfill.

The material recovery target in the Regulations has been set at 90 per cent, consistent with the estimated average material recovery rate currently being achieved by Australian recyclers of televisions and computers. The target does not come into effect until the 2014-15 financial year, to provide time to standardise measurement and reporting methodologies.

The material recovery target was set following the completion of a Regulation Impact Statement (RIS) and feedback received through consultation on the exposure draft Regulations. A copy of the RIS is available below.

Information Sessions for Liable Parties

Information sessions were held for importers of televisions, computers, printers and computer products and domestic manufacturers who are "liable parties" under the Product Stewardship (Televisions and Computers) Regulations 2011 in Sydney, Melbourne and Brisbane in early December 2011. The Regulations, which underpin the new Scheme to increase the recycling rate for televisions and computers, were made on 8 November 2011, after an extensive stakeholder consultation.

The Regulations identify importers of televisions, computers, printers and computer products and domestic manufacturers of these products as 'liable parties'. Liability in a given financial year is determined by the number of products imported or manufactured in the previous financial year.

Those identified from import data as a liable party, or potential liable party, will have received written notification from the Department of Sustainability, Environment, Water, Population and Communities. Product Stewardship (Televisions and Computers) Regulations

A national scheme for recycling televisions and computers came a step closer with the making of the Product Stewardship (Televisions and Computers) Regulations 2011 on 8 November 2011.

The making of the Regulations comes 3 months after the Product Stewardship Act 2011 came into effect (on 8 August 2011).

Consultation on the National Television and Computer Recycling Scheme

The making of the Regulations which underpin the Scheme, follows nearly two years of extensive consultation, starting with a consultation Regulatory Impact Statement in 2009 and culminating in the release of the exposure draft Regulations.

Product Stewardship Act 2011

The Product Stewardship Act 2011 came into effect on 8 August 2011.
