Office of the Supervising Scientist (oss)
Over the next year, oss will continue to meet its statutory functions of environmental supervision and assessment of uranium mining activities in the Alligator Rivers Region. During 2003-2004, oss will refine and consolidate its activities into the new Darwin EA facility. oss will continue to work to improve its communication with stakeholders including maintaining the Division's website. Strong corporate support will be essential to deal with the coming challenges.
The strategic issues over the coming year, and the priorities for oss in 2003-2004, are as follows:
Supervision, Audit and Policy
To provide environmental supervision and assessment of uranium mining operations, mineral exploration activities and abandoned uranium mine sites in the Alligator Rivers Region. To provide technical and policy advice to the Minister and Department on nuclear and mining issues.
Priority activities in 2003-2004 include:
- Ensure that the revitalised Alligator Rivers Region Technical Committee becomes an effective mechanism for reviewing research and monitoring programs in relation to uranium mining in the Alligator Rivers Region;
- Further develop the auditing and inspection regime at uranium mines in the Alligator Rivers Region;
- Continue to develop the environmental monitoring programs for Ranger and Jabiluka in collaboration with eriss;
- Complete the review of the water management system at Jabiluka in consultation with Traditional Owners;
- Review the Working Arrangements between the Commonwealth and the Northern Territory Governments to take into account the changes in the activities of the Supervising Scientist;
- Implement and continually improve the Investors in People (IiP) action plan to meet the needs of staff;
- Continue to plan for the rehabilitation of the Ranger Mine following closure; and
- Ensure that the Jabiru field station operates effectively.
Corporate Services
To provide efficient administrative, executive and corporate support services to the Division.
Priority activities in 2003-2004 include:
- Ensure that quality communications between Jabiru and Darwin staff are advanced;
- Ensure that the systems required for efficient operations in the new building in Darwin are established; and
- Implement full registry services for SSD.
Information Management
To provide information management and publication support services that meet the needs and expectations of the Division and other stakeholders.
Priority activities in 2003-2004 include:
- Further develop management and maintenance systems for the Division's website;
- Complete project to scan and make accessible in electronic format key Supervising Scientist publications;
- Implement the Division's new data management system; and
- Ensure continuity of quality information management, by providing efficient and effective Library and Records Management, during and following the relocation to the new building in Darwin.
