The Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 (the Act) and its Regulations help ensure Australia meets legal obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer and the United Nations Framework Convention on Climate Change.

The Act controls the manufacture, import and export of all ozone depleting substances (ODSs) and synthetic greenhouse gases (SGGs) while the Regulations control major end-uses.

Licences and reporting requirements
A licence is required to import, export or manufacture ODSs and SGGs and to import refrigeration and airconditioning equipment containing an HFC or HCFC refrigerant.

Carbon tax repeal
The Australian Government will abolish the carbon tax, including the equivalent carbon price on synthetic greenhouse gases, from 1 July 2014.
