This report has been prepared by MS2 and Perchards to provide conversion factors that can be used to convert import quantities of televisions, computers and computer products into weights to support the operation of the National Television and Computer Recycling Scheme (the Scheme).
Twelve companies participated in providing data for the study, consisting of eleven brand owners and one computer accessory distributor. Average weight conversion factors were developed for each ten-digit Harmonized Tariff Item Statistical Code (HTISC) for 2007 that is covered under the Regulations for the Scheme, as well as the planned HTISCs for 2012. The study looks at the robustness of the conversion factors both individually and collectively to determine how they compare to actual weight.
The study was commissioned by the Department of Sustainability, Environment, Water, Population and Communities to inform the development of the draft Product Stewardship (Televisions and Computers) Regulations 2011. However, it should be noted that the views expressed in the report are those of the authors and do not necessarily reflect those of the Australian Government, the Minister for Sustainability, Environment, Water, Population and Communities or the Parliamentary Secretary for Sustainability and Urban Water.
