Preamble
These guidelines are one of the suite of documents of the National Water Quality Management Strategy (the Strategy or NWQMS). Accordingly, the emphasis of these guidelines is on quality management rather than quantity management. The guidelines and documents which form part of the Strategy are detailed in Appendix 1.
