National Television and Computer Recycling Scheme

The National Television and Computer Recycling Scheme (NTCRS) was established in 2011. It gives Australian households and small businesses free access to industry-funded collection and recycling services.

These services are for televisions and computers, including printers, computer parts and peripherals.

The NTCRS builds on state, territory and local government e-waste management by providing other collection services. It also creates employment opportunities within the recycling sector.

How the scheme works

The Recycling and Waste Reduction Act 2020 and the Product Stewardship (Televisions and Computers) Regulations 2011 provide the regulatory framework for the scheme. This legislation sets the outcomes industry are required to meet. The Department monitors compliance with the scheme.

Manufacturers, importers and distributors of television and computer products over a certain threshold are liable under the scheme and are required to pay to be a member of an approved co-regulatory arrangement.

Co-regulators are responsible for achieving the scheme outcomes on behalf of the liable parties by organising the collection and recycling of e-waste and through communicating information on the scheme to the public.

Scheme objectives

The objectives of the scheme are to:

  • reduce waste to landfill, especially the hazardous materials found in electronic waste (e-waste)
  • increase the recovery of reusable materials in a safe, scientific and environmentally sound manner
  • provide convenient access to recycling services for households and small businesses throughout Australia.

  • An improvement notice was given to MRI PSO Pty Ltd, a co-regulatory arrangement under the National Television and Computer Recycling Scheme on 30 September 2019 after the then Department of the Environment and Energy found that MRI PSO did not meet their recycling targets in 2016-17 and 2017-18, and it did not meet the reasonable access requirement in 2016-17.
  • A Review of MRI PSO Pty Ltd’s operations as an approved co‑regulatory arrangement was completed on 30 November 2020. The Department is considering the findings of this review.

MRI PSO Pty Ltd (MRI PSO), a co-regulatory arrangement under the National Television and Computer Recycling Scheme, was given an improvement notice on 30 September 2019, after the Department of the Environment and Energy found that MRI PSO did not meet their recycling target or the reasonable access requirement in the 2016–17 financial year. MRI PSO also did not meet their recycling target for 2017–18.

Changes to the Product Stewardship (Televisions and Computers) Regulations 2011 have been made, as part of the review of the Product Stewardship Act 2011. These minor amendments to the regulatory framework ensure the National Television and Computer Recycling Scheme does not impose undue costs and is fairer to importers and manufacturers of television and computer products.
